We currently own our Fios routers but are moving to an area that does not have Fios. Can I leave the current routers for the new homeowners? Will they’d be able to get service through our old routers?

Verizon provisions ONTs for service, not routers. You can use any router you want once the ONT is enabled for service. The router is not tied to the service - it's just a router. Verizon routers are supported by Verizon, but are not required for Fios service; some people don't even use Verizon routers.
If the new homeowners decide to get Fios, they can decide if they want a Verizon router or their own router. Depending on the plans available when they subscribe, Verizon may include a router. Currently, all new plans include a "free" router rental.
You can use Verizon routers with non-Verizon internet service. If your new ISP doesn't give you one for free, this might be a desirable option.
In short, if you bought the router, it's yours. Why give it away to someone who may not even need it? If you know you won't need it you could sell it, give it to someone who you know can use it, or find an e-waste disposal option.
