Cablecard return

I know that the cablecard deliveries require a no charge truck roll. Does that mean only a tech can pick them up, or can they be returned to a FiOS store that does not deal with the cards?
I do not believe this question has ever been asked. Has anyone in the community ever had to deal with a return of one of these?

How does one go about requesting return labels. I've searched the FIOS website and have found no automated way.
