How can I buy the HD Set-Top Box,instead of renting it out monthly for 12$

No. You can buy a cable card compatible device like Tivo.

But Verizon (like other providers) only rents their boxes.

Any boxes you see online for sale are stolen (or found) and Verizon will not activate.
