So you are wondering how to make the size change "permanent" for a channel? If so, no, there is no way. If you change the channel the screen size reverts to normal on the new channel, and if you go back to the one where you had set the size it is back to normal there also.

I don;t understand why you are asking. There is no setup, you just press the key repeatedly to cycle through the various screen expansions. It works on both SD and HD channels, but really is only useful on SD channels unless the HD Channel is letterboxed. I use it a lot on SD channels.
What model STB(s) do you have?
It is possible that he has an older CRT (tube) tv that has component video slots. If so the # will not work on those tv's
