Why can't you turn off the "Press any button to watch TV" in small set boxes?

This is an on-going nuisance since 2016 / 2017. Why can't Verizon correct it on the smaller boxes? If it can be removed permanently, please provide instructions for United States.

That is the message you get when the box hibernates. You can choose to leave it on, or set it up to not hibernate here:
Main Menu > Settings > System > FiOS TV One Mini Settings>Auto Power Off.
Set it to never, and then the only reason to see the screen is if you turn the box off.
