Around 7:20 pm on Wednesday 28 February 2018 I turned on Channel 526 WETA HD in Washington DC expecting to see the PBS Newshour. The program that was being telecast was BBC America. Would this be a network problem or a set top box problem?

Hard to say. If other shows are proper on channel, then may have been something on channels end.
