I am having fios installed and was told I would need a digital adapter for TVs that don't have a STB.
All Tvs are HD. Why would I need the adapter ro receive basic signals?

If all the HD sets have QAM tuners (NOT ATSC) you should get all local SD,local digital (HD), PEG, and music channels. For some reason, the people taking orders are not properly informed of this and insist you need an STB which you don't if you only want limited reception.
