My Fios tv remote stopped working. I don't want to pay $25 for a replacement. Is there anyway to use my Iphone as a remote. Perhaps with an app?

If the remote just died, Verizon should replace it for free. If an elephant stepped on it, you'll have to pay. Check here for a replacement:
Main Menu > Customer Support > Top Support Tools > Replace Fios Remote

I don't believe that an iPhone can be used as a replacement for a remote that controls a Fios STB or an app that mimics such a remote.
There might be OEM remotes available on eBay or Amazon for less. 🤔
