Bee hive in old GTE utlity box

There is green box stamped with the old GTE logo located just below ground level in my parents' backyard. In years past, a technician would occasionally come out to service it. I don't know whether the box is still operational, though it is now home to a swarm of honey bees. We would like to have a live removal of the beehive and feel this type of work should be performed by or at least paid for by GTE/Verizon.
I've spoken to Verizon customer service who said that unless the bees are interfering with telephone service, they will not send a technician out to investigate. She referred me to local animal control office, which I now know does not handle this sort of problem. Because the hive is located inside a structure, the local volunteer bee rescue cannot take on the relocation because it does not have the proper equipment. They referred me to a professional bee relocation service, whose initial estimate to relocate the bees in $250. The longer they stay, the service let me know, the larger the hive will become and more complicated (and expensive) it will be to remove. We feel that Verizon bears the responsibility for maintaining the safety of the telephone utility box and in this case, should arrange for the live removal of the hive.
