Charged for a tech visit when the tech didn't do anything

Before I moved, I called to change my service address and the customer service insisted that I would need a tech visit to get the internet working. I asked if I could just self install and they said no. I ended up plugging in my router on my own and it worked without any help from the technician. He was at my front door for about 1 minute before confirming with me that everything worked. I've still been charged $100 for this visit. Can I get a refund since there were no services completed? I already tried to contact customer service and was told that from their end it looked like services were completed so they couldn't give me a refund.
