Damaged Fios ground access cover.

Why is so hard to report a hazardous condition to Fios. I have attempted to report an issue with cover for the Fios ground cover being damaged in the development I live in, but Verizon said that I need to be present when the tech come out. Why? It’s not on my property it is their equipment and their liability. 
They really need to make it easier to report a hazardous condition.
