Damaged utility box

While walking my dog, I discovered that the utility box for our phone/internet utility box is severely damaged.  Who do I contact to have this repaired ASAP? We have been having quite a bit of issues with very slow internet lately that this may be the issue or partly the issue?  I am located in Beaver County, PA.
