Fios cables left in the open

I am a Verizon customer for past 10+ years and recently got a new Fios connection at my new house.
However, I have hit a wall when requesting Verizon to come and bury the Fios cables for the past 2 months . I have called at least 7 times and they always lie that it will be done on a day and time, but they never show up. I end up taking that day off and waiting for them.
Even talking to the area supervisor hasn’t helped. They also told me the same lie. It’s very upsetting to see the Fios cables scattered in the my front and back yard.
PLEASE HELP!!
