How to report a broken Verizon pole on my property

I have been trying to report a broken Verizon utility pole for 4 weeks. Talked to 2 customer services Verizon representatives and used their phone app to send video of broken pole. Made appointments online, 3 technicians came out at different times and each one said they could not touch the pole because it is a hazard. I am beyond frustrated. The next step is to file a complaint at Virginia SCC?
