Utility Double Pole Low Wires

I have a utility pole that was hit last October.Verizon pole number 21 in Massachusetts.The phone lines are low and blocking my driveway for my contractor.The new pole is attached to the old broken in half pole.I guess 90 days is the law to fix double poles...need an agent for help please . Thank You.
