Verizon Utility Pole Removed and Relocated

Hi I have two Utility poles in my backyard. One is abandon and needs to be removed, and the other has a support cable that is poorly located. The previous owner did nothing about it; but now as my kids grow older this is a SERIOUS safety issue.  

I would like for the abandon utility pole to be removed, and that the existing one be replaced to a more favorable location and/or at the very least replace the support cable so that it does not close line my children. 

I have contacted Verizon at least twice on the phone and always seem to get no where. I have asked whenever a Verizon Technician wants access to my backyard about fixing this, also proving fruitless.

Not to mention that on the current pole this is an abandon wire that seems to be hanging from the pool, and is wrapped around several times by what looks to be electrical tape? Is this EVEN SAFE?
