Circuit Board inside Panel Box

My Verizon panel box (basement) was installed a long time ago and doesn't look like any other within the forum. The problem, I can't identify what the arrow is pointing to in the photo. Other than it being a circuit board. So my questions are: What is this circuit board and what is it's function? My goal is to clean up the panel box as it is an eye sore and add future switch boxes, hubs, etc.

The box, itself, isn't something that Verizon would have installed. It is used to centrally house communication equipment. Routers, router/modems ONTs, ethernet jacks, coaxial cable hardware are commonly installed inside.
The circuit board could be related to telephone service. 🤔
