Flooded Verizon Utility Box

There is a Verizon utility box in the ground on my neighbor's property that has been filling with water and flooding the sidewalk for the past few months. The County Water and Sewer have identified this as the issue. Can you work with the homeowner and Harford County Water & Sewer to resolve this issue? The address is *****, Abingdon, MD 21009.
