GTE Utility Cover

I have a GTE Box buried in the front yard, the cover is broken and someone is going to fall in and hurt themselves.

As this is no longer used I need to get this taken care of and removed/sealed. Who do I talk to in order to get this taken care of? We are in the Bay Area of CA.
