ID.me cannot be applied to my new home

Looking to verify teach discount at my new place. Exisiting Fios customer and applied this discount at my old account successfully. I use the discount link, sign in my new account and sign in ID.me. Then error message pops up "Thank you for your service. We are unable to verify your eligibility, but you can still order these services or learn more to check eligibility for a discount through the Verizon Connections program, which offers discounts to employees of companies enrolled in the program." 

Spent 2 hours on the phone with a Verizon rep and 3 hours using Chat with us with 3 Verizon rep. Tried several links in different browsers with cache and passwords cleared. Then the rep stated the problem must be with ID.me and asked to submit ticket to ID.me. The reply from ID.me passes the buck to Verizon discount links.

Who can I speak with that can resolve this issue and not keep getting the run around. 

Please advise.
