I was wanting to know if it is legal to stream movies and TV shows over a OUYA device that has XBMC installed. It can access all the popular tv shows and movies. It does not download anything to the device and only streams what is available to the public online. I would appreciate some advice on this as we do not want to be breaking any laws. When we bought it, it was explained that it was legal to do this, but again we would like to hear it from Verizons mouth. Thanks!
I found this statement and it quotes "XBMC is primarily designed to be used with your own collection of video files (ripped from discs or otherwise). XBMC will not prevent you from accessing pirated content if you wish, but that would be something you would have to go out of your way to install".
Welcome to the forums. This is a place where customers help other customers. Verizon does not answer questions here. If you want an answer from Verizon, you'll need to contact them using the options available through the "contact us" link at the bottom of this page.
For your issue, it is unlikely Verizon will provide any answer beyond what is written in the terms of service. You need to read the TOS and determine for yourself how your proposed use applies.

The only reliable answer will be in the Terms of Service for the source site. They may vary so you would need to check each applicable site. As an example the following is from NBC's TOS.
"You may not either directly or through the use of any device or other means copy, download, stream, reproduce, duplicate, archive, distribute, upload, publish, modify, translate, broadcast, perform, display, sell, transmit or retransmit the online services or Content unless expressly permitted by NBCUniversal in writing."
This is actually being battled right now at the supreme court, with cases by nimble tv and aereo tv.
Both are doing something similiar (a smidge different) but similiar.
