Hi just to clarify, when you log into your verizon webmail you are seeing multiple duplicate messages? Or are you using a different email client?

Then Apple lied. The file that tells your iPad what messages it has already downloaded is stored locally on your iPad, NOT on Verizon's servers. If it is "forgetting" what messages it already has, then it's something local. Maybe the connection is timing out before it updates the file, maybe your Mail app is faulty, maybe your iPad has short-term memory loss, but it's something local.
