replacing the lid to green utility box in yard that is a saftey problem and box fills with water when rains

Broken green lid to green box in yard that is no longer secure. The box fills with water when rains and is also a huge hazard to children and lawn service. Looking for a help in getting lid/box replaced. I haven't been able to find any solution to get the green box fixed. NO help from calling in problem.
