How to acquire replacement SIM card while abroad in the Netherlands?

I relocated for work in the Netherlands, but kept my Verizon plan for billing purposes. I was able to make calls and texts over Wi-Fi for about 6 months without issue, until everything unexpectedly stopped working. It turns out that my SIM card was deactivated due to inactivity, because I hadn't connected my phone to a mobile network for several months. I guess sending texts over Wi-Fi doesn't count.

A friend of mine back in the US contacted Verizon for me, and was told that I will need to request a replacement SIM card. However, I cannot even log into My Verizon because the 2FA requires verification via text. This is a major design flaw, as people who have lost or broken their phone can no longer access their account. Why not allow 2FA codes via email?

I have also not been able to reach Verizon support from a Dutch phone, neither via the global support number nor the toll-free one specifically meant for NL. How can I get a replacement SIM card sent to the Netherlands? Lastly, is there any way to access My Verizon to check texts before the replacement card arrives? Please help!!
