International service not working

My cell service and therefore ability to use data constantly disappears. I am in France. If I am paying for an international plan, it should actually work! My service will just randomly disappear for hours on end. Sometimes powering off and on the phone works, sometimes it does not. I have tried resetting network settings, going off and on airplane mode, going off and on mobile data, selecting my network instead of automatic settings, etc. Verizon, what is this the fix for this? I need mobile data, or I need a refund.
