trying dial the UK from the US

I am trying to dial a UK number from the US. the UK number is in the format 9999 999 9999. I believe the UK country code is 44.

The instructions I have found on the Verizon web site is to dial 011 44 9999 99 9999. I have tried that AND +44 9999 99 9999. Both formats result in 'We cannot connect the number as dialed".

What am I doing wrong?
