I bought a SIM card enabling me to phone in Canada. Why does it not work?

That's on whoever carrier that sim is from. Tossing in sim cards into a phone doesn't guarantee it works with the network.
Verizon has some plans with Canada coverage and travel pass if it doesn't, why do you need another card?
