I use the Verizon app, Message+. Works fine.
I tried to set up the message app and I got an error message that the number was blocked.

You have to use message+ on both the phone and tablet. Then you can set the tablet to send and receive messages. Doing this however has caused my phone to send some messages twice (resulting in a few domestic disputes until we figured out the problem).
