Jetpack MiFi 8800L for portable LAN?

I have IoT devices that intercommunicate over Wi-Fi and require a battery powered router.
Can the Verizon Jetpack MiFi 8800L be used for local traffic only i.e. when there is no internet available or when there is even no SIM card?

Basically need to know if the Jetpack still enables its Wi-Fi network (SSID/password), allows devices to connect, and routes Wi-Fi traffic between devices even when there is no internet in any of the following circumstances:
1) out of range of cellular signal
2) no SIM is installed
3) the Verizon data plan hasn't been activated yet

Thanks for the clarification, Digsub. The Jetpack MiFi 8800L would need to be within cellular range and have a SIM Card in order to work and connect to the internet.
