It's a call to a number in the 408 area code. Same failure whether or not I start with a "1." Following a suggestion by someone in another similar thread, in addition to resetting the phone, I also tried turning off the phone and removing/re-inserting the SIM. Nothing I can do fixes it.
I doubt that it matters but the phone is a Galaxy S21 Ultra 5G.

dick_karp, sorry to read that you're having problems with calling a certain number. We appreciate the troubleshooting that you have done on your own! We want to do all that we can to make sure that you're able to call this number. Are you able to call another number in the 408 area code without a problem? Does this happen when you're just in one specific location or everywhere you are?

This happened in my office in Mountain View. I just tried dialing the number from Palo Alto and it still fails the same way.
I then tried calling a different 408 number and it went through just fine.
It's the number for a small business. Probably, but not certainly, a landline.
