We are having the same issue. We have confirmed the numbers are not blocked. We are calling the full phone number. It seems to only be from our Android phones.

We want to make sure you are able to contact landlines. Are you able to receive calls, just not make them to landlines? How long has this been going on for? What is the make and model of your devices?

Are the calls that are failing WiFi calls or directly over the cellular network? And, confirming, at the same location, iPhones can call the landline number successfully and are they WiFi or cellular calls? Does the issue persist at different locations?
