Does data throttling cause lower speeds than 600kbps with throttled mobile hotspot?

At 3 bars, with 22.09GB used in the beyond unlimited plan and the mobile hotspot past the 4g data allowance, my mobile hotspot speed routinely tested between 100 and 200 kbps. Why would it do that? Yes, my data is throttled, but shouldn't the speed still test an average of 600kbps regardless?

That is an excellent question. It is up to 600 Kbps, so you may see speeds fluciate occasionall.

600 kbps on hotspot is the MAX speed and also is still subject to deprioritzation
