How can I transfer content from cloud if my last phone was damaged?

I had to replace my Samsung Galaxy after my toddler dropped it in the toilet while I was cleaning the bathroom. I was pleased to see that our photos were backed up in the cloud, however my contacts have not downloaded onto my new phone. Is there any way I can transfer the contacts from cloud without the use of my phone, or are they lost forever?

Was your stuff saved to the Google cloud or to the Verizon Cloud service?

AS for contacts: If the Contacts were not saved to a Google account or another mail account at creation, or moved to an account after creation, they have to be backed up using a third party app such as Verizon cloud. The contacts I'm talking about are the ones made on the "Phone" account.

If all of your accounts that were present on the old phone are present on the new phone, and signed in, and Verizon Cloud did not restore them when you set up your phone, they may be gone. Should you still have your old phone, keep it in rice for a few days in a warm area (72F is a good temperature), and try to see if it will start up again.
