Roaming

I can’t make calls on my IPhone 11 or send texts. I keep getting this message that says I’m roaming & I need to purchase a calling pin. I’m at home & I've always been able to make calls & send text with no problem. What in the world is going on?? Also I have roaming turned off in my settings so I’m not understanding any of this. Any help will be greatly appreciated.
