We do not have any access to your carrier's plans or accounts and only they can provide you with accurate information about what calls are free to you when you call a Verizon customer. We can confirm if your brother (Verizon user) is billed anything when you call him or when he calls if he contacts us directly for us to access his account and review his plan.
