I'm new to Verizon, how can I purchase a plan with student discount

So I tried to make an account and it turned out to be without student discount regardless of how many times I go through the verification process.

why verizon makes it hard to enroll in 2 plans and apply student discount or government discount ?

also are all discounts the same? government and student ? whats the difference ?
