I am trying to add TravelPass to an iPhone XS for a trip to Australia starting tomorrow. In some cases, the process doesn't complete. In one case the process said that it completed but TravelPass does not show as enabled under the device's status. When using chat, there was a response that said the iPhone is not eligible for international travel plans even though the phone has been used previously in Australia.
