Sorry to hear of your loss.
Only the original owner of a device can request a blacklist removal. I'd have to guess the phone was "shut down" when the owner's passing was reported to prevent fraudulent use of the device and to close out the account so the rest of the family doesn't have to deal with unexpected bills, especially if there was still a balance due on the phone.
