New sim no phone number

So. I activated my new sim/ service. Only data works. Can't make/receive calls or texts. Only use apps/ internet. When I look in the settings there is no phone number assigned to my sim card. I have tried restarting my phone, resetting my phone, changing the app settings and then restoring them to the original ones when that didn't work, I've removed the sim and put it back in, and also tried using another unlocked phone but still can't get it to let me make/receive calls or texts. I've just about given up on it (this is my last attempt). It's frustrating considering that I just got the service 2 days ago just for it to be almost pointless and a waste of time and money.  I have a brand new  blu g73 unlocked phone.  I need some help resolving my issue or refund for the
