Online Account locked and gives error trying to reset password

can't login to my Verizon account from my laptop or my phone. I get this error: For security purposes, your online account has been locked. You now need to reset your password to access My Verizon.
When I try to reset my password I get this error:
We're sorry. We are unable to process your request at this time.For more information about Verizon products and services, visit verizon.com. If you continue to experience problems please contact us at [email address removed per the Verizon Terms of Service] with Case ID 417-IGcQKZyndG, date, time, IP and requested URL.
