Reporting Verizon Retailer for Fraud

I visited a independent Verizon store near me last weekend to upgrade my phone because the charging port stopped working
During the visit, the store rep ( might be store manager ) did not mention my plan would be changed nor the hot spot service from my old plan would be removed. What is more alarming is that neither my wife or myself were shown any verizon service agreements during the visit nor did we sign any documents. It was only after we left the store did we notice the protection plan ($19 ) was added to the account along with a signature that did not belong to me nor my wife.
I was able to have my original plan restored and the protection plan removed by speaking to a Verizon corporate support via phone . Went back to the store and was told the restocking fee was set by store to $75 , yet Verizon online shows $50. Eventually the rep dropped the restocking fee to $50. Looking at the recent reviews for this store, 2 other customers in the last 10 months have reported the protection plan was added to their accounts without their consent. I reached out to Verizon via phone to report this issue but was placed in never ending que , being transferred from one dept to another. I have reported this behavior to the FTC in an effort to shed light on this situation but not really confident any action will be taken against independent stores that are committing these fraudulent charges. Is there any other action that can be taken to hold the independent stores accountable for these type of offenses ?
