I want to know my device status on Verizon.

That message means your phone is locked to Verizon's network. The only way to get it unlocked is to activate the phone on Verizon and use it on the Verizon network for 60 days. If you're outside of the US, you're out of luck and need to get a refund from whomever sold you the phone.
