Verizon blacklisted my IMEI for a device I had active on ATT

I bought a new Samsung 21 UltraS directly from Samsung and activated it on ATT 3 years ago.  The phone has been in our continuous possession and this past Sunday, the device was deactived on ATT.  When we inquired with ATT we were told that it was blacklisted by Verizon with code 0026.   

After hours of trying to resolve with ATT who can't release the IMEI or phone number, Samsung who said that they have not locked the device, and the Verizon Wireless store who looked up the IMEI and determined that Verizon setup an account with our IMEI with a new account on 4/17/24 in a woman's name with initials V.S. with a 661 area code.  Then determined that it was fraud (obviously a large balance due) and then issued a global third party device block.

I have tried for HOURS talking to dozens of people at Verizon, the VZW store spent over an hour trying to resolve, and we have only gone around in circles.  No one will release it since there's a balance due.  When I've escalated on several occassions, I've been told that I would get a phone call back and  never have.

I wanted to setup new service on VZW since I recently switched from Cablevision to Fios.  I can't since VZW won't release the lock.  

HELP!
