Wanting to suspend number for more than 3 months

HI, my husband is working overseas. He has to get a local SIM card because the people he works with don't want to call an international number (makes sense). He will come back to the US in about 6 or 7 months, and will want to resume his number, so at the moment I am paying for his line even though he isn't using it because Verizon will only suspend a number for 3 months, and only once per year, and he wants to hang on to his US number.
A number of agents have explained to me that there is nothing that they can do about this verizon company policy. Honestly, after some 13 years, this is so annoying that I haven't updated our phones so that we can easily move to a different company- if I can find one who will let us suspend a number for longer that 3 months. (I haven't tried looking hear yet, but plan to.) In the meantime, who do I complain to? I can't find contact information for anyone beyond your usual chat/phone agent. I want to write a formal complaint to management, to at least let them know the reason they'll loose this long term customer.
