When can I get my phone upgraded

That depends on whether you are currently under contract or not.  If you are on a 36 month deal, your bill should have something saying what month you're on "x of 36".  It's possible to get an offer when you're 18 months in on a contract where you can buy out your contract by paying off half the cost of your device in order to get a newer one, which starts you on a new contract, but it's like getting a phone for half price.

If you're not under a contract, then buying a new device is entirely up to you.
