Define message “Welcome to Verizon wireless your call cannot be completed as dialed. Please check the number and dial again Announcement 14."

I keep getting this message when attempting to call a family member 

“Welcome to Verizon wireless your call cannot be completed as dialed. Please check the number and dial again Announcement 14.”

-does this mean that number is still an active phone number assigned to the account holder, there is just an error routing the call to the actual phone?

Since it didn’t play an announcement 2 I’m assuming the number is still valid just not able answer

We're sorry for the inconvenience this is causing you. This message can also show up when a number is dialed incorrectly. Try making sure that there's a +1 as a prefix and try calling again.
