HD Voice and WIFI calling on unlocked android phones

Is the HD Voice and WIFI calling features available on unlocked android phones or is it specifically available only on the Verizon branded version of the android phones? Of particular interest to me would be the Pixel line of phones, the Pixel 2/2XL and the upcoming Pixel 3 line.

Additionally, with WIFI calling, I am hoping that when in an environment that has a good strong WIFI connection but no cell service that calls can still be received and made from the phone. Is that how HD Voice and WIFI calling work on the Verizon system?
