I am due for a software update, but want to make sure it does not include an automatic acceptance/activation of the new Covid-19 tracking app. We are told it is a voluntary decision whether to have this installed on our phones and I do not want it.

On my Android moto z4, the latest update included an option to toggle (default OFF) a 'Use Exposure Notifications'. You can ONLY turn this ON after downloading a 'participating app', maybe like Virginia's tracking app. No tracking app was downloaded automatically with the system update for me.
