Activating new sim

I just bought the surface duo unlocked with a new SIM card l. But I am visiting family and I am in an extended network. The closest Verizon store is about 45 minutes away.

Can I still active the new SIM card online or will I need to be in coverage area to make sure it activates correctly?

Please activate your new device when you a solid connection to our network.
