My account says I have 97% usage available, yet my data has been blocked. I paid a bill of $144.80. Evidently the bill was $144.81 and they are saying pay .01 now. Will be billed late fee. WHAT? Is this why I have no data?

What on Earth are you talking about? Data doesn't suddenly stop being available if you had 97%. The only way it can if you as the customer put yourself on a data block with smart family or from the phone.
Being short 1 cent won't have anything to do with data either. An account isn't considering outstanding unless the balance is $25 and above past due.
